McMillen, Inc is a full-service engineering, environmental, and construction firm in the transportation, heavy civil, water resources, hydropower, and fisheries markets. We are able to contribute to a project at the planning stage, navigate the regulatory requirements, develop a design, manage and self-perform construction, start-up, and commissioning.

We are currently seeking a Natural Resources/Permitting Specialist with 5-7 years of experience working on environmental permitting and compliance for water resources projects. The successful applicant will have demonstrated knowledge of environmental regulations pertaining to the National Environmental Policy Act, Endangered Species Act, Clean Water Act, and other federal, state and local policies for states in the western US. The applicant must also have experience with environmental field surveys and technical writing in the natural resources field.

Position Details:

  • Research and prepare environmental impact assessment documents in accordance with NEPA.
  • Manage and/or prepare resource agency permit applications, including Clean Water Act Section 404 and 401 permit applications and state authorizations required to facilitate the construction of projects as well as ongoing operation and maintenance activities.
  • Prepare and coordinate environmental approvals and permits from federal, state, and local agencies. Approvals include but are not limited to: ESA Section 7 consultation, USACE Section 10/404 permitting, 401 Water Quality Certification, California Environmental Quality Act, Washington State Environmental Policy Act, storm water pollution prevention plans, and county and city environmental permits.
  • Apply understanding of federal, state, and local regulatory requirements to determine the permitting strategy for projects.
  • Manage and/or support the management of projects according to schedules, budgets, and client expectations.
  • Attend and/or facilitate internal and client meetings and field visits.
  • Conduct fieldwork on occasion.
  • Help prepare environmental mitigation plans for impacts to wetlands, waters of the US, wildlife, plants, and other resources.
  • Coordinate with project team members (design, environmental, and construction) through a design-build process regarding environmental impacts and required permits.
  • May assist with inspecting construction projects for compliance with stormwater and erosion control regulations and is responsible for ensuring site compliance with all applicable DEQ/EPA Regulations, General Permits, and the project's SWPPP.

Qualifications:

  • This position requires a minimum of a B.S. degree in Environmental Planning, Environmental Science, Biology, or related degree.
  • Must possess 5 or more years of experience working on environmental projects, writing technical reports, and preparing permit applications.
  • Strong technical expertise in one or more aspects of environmental sciences, including environmental policy, NEPA, land use planning, or pertinent field biology (e.g., botany, wildlife, or wetland biology).
  • Excellent communication and organizational skills, and demonstrated confidence in dealing with clients, regulators, and team members.
  • Experience with SWPPPs and Inspection a plus.
  • Experience reading and interpreting construction plans and specifications.
  • Strong time management and project management skills, including prioritization and multi-tasking ability in a fast-paced demanding environment.
  • Ability to take initiative to solve problems in an innovative manner.
  • Strong attention to technical detail and accuracy.
  • Knowledge of appropriate state environmental resource agencies in the western US to contact depending on the proposed activity and environmental impact.
  • Experience with waters of the US and wetland delineation methodology is strongly preferred.
  • Experience in client development/management and proposal writing is preferred.
  • Experience with GIS software is preferred.
  • Light travel required (10% - 20% intermittently)
